§ Mr. Douglas HoggNATO remains the essential basis of collective western defence, and for the North American military presence in Europe. Other institutions including the EC, the WEU and the CSCE have a role to play in European security. But NATO is the essential forum for consultation among the allies, and for agreement on policies bearing on the security and defence commitments of its members under the Washington treaty.
