To ask the Secretary of State for Foreign and Commonwealth Affairs, further to his reply of 12 June,Official Report, column 559, if he will take steps to ensure that human rights violations in Kashmir since 27 February are fully investigated and the subject of a further urgent joint European Community statement to the United Nations Human Rights Commission.

The Government of India are well aware of our concern that human rights must be respected. We have emphasised the importance of allowing independent investigations by human rights organisations and of being seen to bring wrongdoers to justice. We are confident that the Twelve will continue to monitor developments in Kashmir closely, and to reflect their concerns in further statements at the annual meetings of the UN Commission on Human Rights, and of the UN General Assembly.
