Mr. Hinchliffe

To ask the Secretary of State for the Environment what evidence he has of hardship caused to applicants for housing improvement grants under the Local Government and Housing Act 1989 by virtue of (i) the allowance of the notional housing premium for applicants with substantial housing costs being beyond what they can afford and (ii) the lack of an unearned income disregard affecting applicants with small occupational pensions.
