To ask the Secretary of State for the Environment what attempts are made to monitor and log fugitive toxic emissions to the atmosphere or water sources from industrial operations in the United Kingdom; and if he will make a statement.

By its nature source monitoring of fugitive emissions is difficult to undertake. The regulatory authorities therefore place greater reliance on the application by industry of appropriate safeguards in plant design and process operation to minimise fugitive emissions and on early rectification of any abnormal situations.

The National Rivers Authority regularly monitors for a wide range of substances including those consented for discharge to surface waters. Results are entered on public registers held by each NRA region. Some monitoring of air quality is undertaken by local authority environmental health departments.
