Mr. Maxton

To ask the Secretary of State for Scotland, pursuant to his answer of 14 May,Official Report, column 143–44, if he will provide an estimate of expenditure for 1978–79 on the new planning total basis in 1989–90 prices, indicating major changes in responsibility over the period.

Figures for 1978–79, at 1988–89 prices, adjusted to the new planning total basis on readily available information were given by my right hon. and learned Friend, now the Secretary of State for Transport, in his answer of 30 October 1990 to the hon. Member. As explained, they must be treated as approximate figures only. The table shows these figures expressed in 1989–90 prices using the current GDP deflators at market prices adjusted to remove the distortion caused by the abolition of domestic rates.

The major changes to the responsibility over the period 1978–79 to date include the transfer of the regional development grant scheme in 1984 from the Department of Trade and Industry, the responsibility for the Training Agency in Scotland and the technical and vocational education initiative in April 1991 from the Department of Employment and also, from April 1991, the Nature Conservancy Council, Scotland from the Department for the Environment.
