To ask the Secretary of State for Energy if he will make a statement on the progress of the discussions on the international thermonuclear experimental reactor project, and the steps to be taken to move to the engineering design phase of the collaboration, between Euratom, the United States of America, Japan and the USSR.

Negotiations on behalf of the Community are being conducted by the Commission. So far there have been two plenary rounds of discussions aimed at deciding whether the collaboration should proceed to an engineering design activity—EDA—phase. The last of these took place in Tokyo in April; a third round is scheduled for Washington in July. Consideration is focusing on the technology content of the project and on the choice of site. Three of the partners in the collaboration, Japan, the United States of America, and Euratom, have proposed sites for the location of EDA, and these bids are currently being evaluated.
