To ask the Secretary of State for Wales how many staff there are in each of the counties of Wales who teach pupils with special educational needs.

The number of full-time and part-time qualified teachers in special schools as at January 1990 is as follows:

Information in respect of the number of staff in maintained primary and secondary schools who teach pupils with special educational needs is not collected centrally.

To ask the Secretary of State for Wales (1) what is his policy concerning special educational needs provision in Wales;

(2) what policy initiatives he proposes concerning the special educational needs of pupils in Wales.

Sir Wyn Roberts

The Education Act 1981 provides the framework for the provision of education for pupils with special educational needs. Local education authorities have the responsibility for securing that appropriate educational provision is made for such pupils. The Education Reform Act 1988, in particular the requirements of the national curriculum, ensures that pupils with special educational needs have an entitlement to the same curriculum as their peers.

To ask the Secretary of State for Wales if he has any plans to call an all-Wales conference on special educational needs provision in the schools of Wales.

There are no plans at present to do so.

To ask the Secretary of State for Wales what is his policy concerning the integration of special educational needs pupils into mainstream schools.

The Education Act 1981 provides that local education authorities shall place children with statements of special educational needs in ordinary schools, provided that parental views are taken into account, and that such placement is compatible with the child receiving the provision required, the provision of efficient education for his peers and the efficient use of resources.
