To ask the Secretary of State for Social Security if he will estimate the number of people in 1991–92 who pay national insurance contributions on earnings above the lower earnings limit but who are not liable to income tax.

Based on information from the family expenditure survey 1989, it is estimated that in 1991–92 some 0.4 million non-tax payers in the United Kingdom will have earnings above the lower earnings limit for national insurance contributions.
