Mr. Dalyell

To ask the Secretary of State for Foreign and Commonwealth Affairs what study he has made of the United States framework for dealing with Latin America for the development of overall packages to Latin America in relation to science and technology.

Mrs. Chalker

We are aware of no such framework. Congress is presently considering a Bill which, if enacted, would promote co-operation between the United States and Latin America in science and technology. We are aware of its provisions.

Mr. Dalyell

To ask the Secretary of State for Foreign and Commonwealth Affairs what is his policy towards using the Commonwealth Development Corporation as a pump-primer for investment in Latin America.

Mrs. Chalker

The Commonwealth Development Corporation has an important role to play in stimulating wider investment in those countries in Latin America and elsewhere in which it operates.

Mr. Dalyell

To ask the Secretary of State for Foreign and Commonwealth Affairs what policy he has for helping to expand the Inter-American Development Corporation.

Mrs. Chalker

The United Kingdom is a shareholder in the Inter-American development bank—IADB—but is not a member of the Inter-American Investment Corporation. We play a full part in the activities of the IADB and contribute to its fund for special operations.
