To ask the Secretary of State for Trade and Industry what is his policy in the GATT round of negotiations in helping the countries of Latin America and promoting policies conducive to ameliorating rain forest problems.

Mr. Sainsbury

The countries of Latin America, like other members of the GATT, would benefit from the improved market access for their products and the strengthening of the world trading system which would result from a successful conclusion to the Uruguay round of trade negotiations. The negotiations are not directly concerned with ameliorating rain-forest problems, but the GATT does allow the introduction of trade measures for conservation purposes, as long as these are not simply disguised restrictions on trade.
