To ask the Secretary of State for the Environment in what circumstances an individual could receive a revised poll tax bill for 1991–92 higher than one for 1991–92 received before the announcement of the general reduction scheme and the changes to the community charge reduction scheme in March; how many people he estimates to have received higher bills; and if he will make a statement.

The community charge reduction scheme as it was amended in March 1991 requires local authorities to calculate reductions based on residence on 31 March 1991. This enables people who moved or became 18 during 1990–91 to qualify for the scheme. It also means that where the number of adults in a household is less than it was on 31 March 1990, account is taken of the lower household liability. No information is available on the numbers of households for which this was a consideration.
