To ask the Secretary of State for the Environment what is the total sum for implementation of the Children Act 1989 which is allowed for within Government grant to local authorities in England(a) via specific grants and (b) via the element included in standard spending assessment in the present financial year.

Mr. Key

The specific grant to local authorities in England in 1991–92 for social services training includes an element for training for the implementation of the Children Act 1989. Standard spending assessments are not disaggregated into identifiable amounts for individual functions.

To ask the Secretary of State for the Environment what formula has been used to determine the element within standard spending assessment for local authorities in England for the costs of implementing the Children Act 1989 in the current financial year.
