To ask the Secretary of State for Trade and Industry what success he has had in persuading the European Commission to end the restrictive classification rules governing import quotas for clothing under which woven shell suits are treated as separate tops and bottoms even though they are designed, made, sold and intended to be worn together.

[holding answer 17 June 1991]: The United Kingdom and some other member states have argued that EC classification rules should allow shell suits to be treated as clothing ensembles. However we have not been successful in persuading the Commission and the majority of member states of this and separate classification and quota treatment is to be maintained.
