The following figures for 1990–91 and 1991–92 are for the Staffordshire training and enterprise council—TEC 648W —which became operational on 15 October 1990. Prior to that date the Training Agency area office administered the Staffordshire area.
The TEC boundaries are not coterminous with those of the area office. Staffordshire area office covered the whole of Staffordshire whereas the TEC boundaries exclude part of south Staffordshire.
