HC Deb 13 June 1991 vol 192 cc649-51W
Mr. Campbell-Savours

To ask the Secretary of State for energy whether people entering the BN FL dining room at Sellafield are required to wear(a) special clothing, (b) body monitors for radiation, (c) helmets or (d) shoe covers.

Mr. Heathcoat-Amory

I understand that all personnel leaving controlled areas are required to monitor themselves in a manner appropriate to that area. I am told that there is no requirement in all cases to undergo a change of clothing, although when leaving an area in which contamination may arise it is necessary to remove overalls. It is not unusual for employees to wear their radiation dosimeters when outside controlled areas—indeed in some circumstances it is a requirement of the Ionising Radiations Regulations 1985. It is thus to be expected that diners will be wearing a range of clothing/radiation dosimeters.

Mr. Campbell-Savours

To ask the Secretary of State for Energy whether building 215 at Sellafied is a sensitive building; whether it is in an active area; what controls are applied to people entering the building; whether people entering the building are required to wear(a) special clothing, (b) body monitors for radiation, (c) helmets or (d) shoe covers.

Mr. Heathcoat-Amory

I understand that Sellafield management consider B215 to have a degree of sensitivity. Building B215 handles radioactive material and is within a much larger active area, known as the separation area. People entering the building are required to be dressed for standard entry to an active area—factory shoes and socks, a laboratory coat or overall and radiation monitors are needed.

Mr. Campbell-Savours

To ask the Secretary of State for Energy if he will name the two people referred to in his answer of 7 June,Official Report, column 384; and what evidence he has that the two people referred to were demonstrators.

Mr. Heathcoat-Amory

I understand that the persons to which my answer of 7 June,Official Report columns 383–84, referred gave their names and addresses as Anne Marie Black and Chris Drake of Blue Gate, Greenham Common Womens Peace Camp, Newbury.

Their address and the press release from CORE—Cumbrian's Opposed to a Radioactive Environment—suggest that they were demonstrators.

Mr. Campbell-Savours

To ask the Secretary of State for Energy, further to his answer of 7 June,Official Report, column 384, whether the two people apprehended on Thursday, 23 May had entered (a) building 215 or (b) the vitrification plant at Sellafield.

Mr. Heathcoat-Amory

I understand that the intruders' claim that they entered B215 has been investigated and that there is no evidence that they gained entrance to this building or to the vitrification plant.

Mr. Campbell-Savours

To ask the Secretary of State for Energy, further to his answer of 7 June,Official Report, column 384, whether British Nuclear Fuels plc kept his Department's officials fully informed of the official statements made to the press by BNFL following the apprehension of two people within the Sellafield perimeter fence on Thursday, 23 May.

Mr. Heathcoat-Amory

I understand that to be the case.

Mr. Campbell-Savours

To ask the Secretary of State for Energy what warnings were given to the two people apprehended within the Sellafield perimeter fence on Thursday, 23 May about the circumstances in which they would be required to undergo a body scrub.

Mr. Heathcoat-Amory

The two people were monitored for contamination in the presence of the police officers. No contamination was detected and no action was needed.

Mr. Campbell-Savours

To ask the Secretary of State for Energy further to his answer of 7 June,Official Report, column 384, if he will now review security at Sellafield.

Mr. Heathcoat-Amory

Security at Sellafield is kept under constant review by British Nuclear Fuels plc, the United Kingdom Atomic Energy Authority and the Government.

Mr. Campbell-Savours

To ask the Secretary of State for Energy what is the nature of the process undertaken at building 215 at Sellafield.

Mr. Heathcoat-Amory

Building B215 is primarily a store containing the highly active waste arising from reprocessing, held awaiting vitrification in the adjacent plant. The function of the building is to maintain the concentration of the material, the temperature and the consistency in the desired range.

Mr. Campbell-Savours

To ask the Secretary of State for Energy if he will publish the operational log for building 215 at Sellafield for Thursday, 23 May.

Mr. Heathcoat-Amory

No, this is a matter for BNFL.

Mr. Campbell-Savours

To ask the Secretary of State for Energy, further to his answer of 7 June,Official Report, column 384, which security fences were breached by the two people apprehended at Sellafield on Thursday 23 May; and whether they entered an active area.

Mr. Heathcoat-Amory

In order to enter the active separation area, the intruders must have penetrated both the factory boundary fence and the separation area boundary.
