To ask the Secretary of State for Wales whether opting-out schools in Wales will be allowed to apply for a change of the nature of the school in less than five years.

My right hon. Friend is still considering whether it will be in the best interests of grant-maintained schools in Wales to alter his policy that they should not normally be able to change their character within five years of incorporation. That policy gives him the option of approving proposals for change when there are sufficiently strong reasons.
