To ask the Secretary of State for Health if he will make it his policy to ensure that medical confidentiality is maintained for patients in the billing arrangements between health authorities; and if he will make a statement.

Personal health information is strictly confidential. It may be disclosed only on a need-to-know basis by authorised persons, and only to the extent authorised. It must be anonymised unless it is essential for the recipient to know the identity of the patient. Health authorities have been reminded of their responsibility for safeguarding confidentiality in the context of contracting for health services, and have been strongly advised to draw up procedures under the guidance of their directors of public health. In particular, references to diagnosis or operations in contract information must be coded. Any breach of confidentiality by NHS staff is regarded as a serious disciplinary offence which may result in immediate dismissal.
