To ask the Secretary of State for Foreign and Commonwealth Affairs whether any of the treaties endorsed by the European Council of Ministers in establishing a unified Germany provide for the application of Euratom safeguards to nuclear plants, facilities and materials located in the former German Democratic Republic.

The integration of the former German Democratic Republic into the European Community required neither a new treaty nor amendments to existing Community treaties. In principle the provisions of the treaties have applied in the territory of the former German Democratic Republic since unification. A package of measures was however agreed covering temporary and strictly defined derogations. No such derogations apply to united German's obligations under the Euratom treaty of 1957, chapter VII of which provides for the application of Euratom safeguards in all member states.
