§ Mr. ForthIt is estimated that 51 lay members and 2 chairmen of the industrial tribunals are from the ethnic minorities. The number of lay members is monitored by asking applicants to give details of their ethnic origin. The monitoring of chairmen is a matter for the Lord Chancellor.
