To ask the Secretary of State for Transport, pursuant to his answer to the hon. Member for Don Valley (Mr. Redmond) of 2 May,Official Report, column 306, whether he has issued advice to local authorities on how to determine what offences make a person not a fit and proper person to hold a taxi licence; and if he will make a statement.

Local authorities have broad discretion over all the main areas of taxi licensing and they decide, based on the information at their disposal, whether to issue a taxi licence. No guidance has been issued.
