To ask the Secretary of State for the Environment if he has any plans to introduce full-time councillors in his proposals for the structure of local government; and if he will make a statement.

The Government will be publishing shortly a separate conslutation document on the internal management arrangements of local authorities; I cannot pre-empt its contents.
