To ask the Secretary of State for Wales (1) by what date he intends to ensure there are enough secure places in Wales to end totally the accommodation of young people on remand in prison accommodation;

(2) if he will announce the steps he intends to take to provide secure places in Wales for those young people who need to be so placed;

(3) what assessment he has made of the number of secure places needed in Wales to cope with the number of young people who need to be so accommodated without making use of prison accommodation;

(4) what contribution he estimates can be made by community-based approaches and preventive work with young people and their families to cut down the number of secure accommodation places needed in Wales; and what plans he has to develop such policies.

Officials have completed a thorough review of secure care policy in Wales. I am presently considering their report, which will be issued for consultation next month.
