shown for each quarter of each financial year in the table. Because of changes in scheme administration, it is not possible to provide a consistent table for the whole period.

Mr. Chris Smith

To ask the Secretary of State for Employment for each region and for Great Britain as a whole, what was the number of people who were receiving the enterprise allowance in each quarter since April 1987.

Mr. Forth

The regional breakdown of people receiving the allowance is shown for each quarter in the table. Because of changes in scheme administration, separate data for London and the south-east are not available for financial year 1988–89.

Mr. Chris Smith

To ask the Secretary of State for Employment what was the amount of expenditure on the enterprise allowance scheme in London in each of the former Training Agency's area offices for each year since 1985.

Mr. Forth

The former Training Agency area office breakdown of expenditure on the allowance in London is shown for financial years 1989–90 and 1990–91 in the table. Because of changes in scheme administration, information for earlier years is not kept in the form required and could not be provided except at disproportionate cost.

Mr. Chris Smith

To ask the Secretary of State for Employment what are the budgets allocated for each London training and enterprise council, or for the areas to be included in future training and enterprise councils, for the enterprise allowance scheme in 1991–92; and if he will make a statement.

Mr. Forth

Budgets for 1991–92 have been allocated by funding block rather than individual scheme. EAS forms part of funding block 3. The allocated block 3 budgets for training and enterprise councils—TECs—in the London region, including those not yet operational, are given in the table. TECs will have greater freedom and flexibility to adapt EAS to meet the needs of the local economy and to improve survival rates.
