To ask the Secretary of State for Transport what proposals he has to introduce compulsory insurance against third party liability for general aviation; and if he will make a statement.

My right hon. and learned Friend is considering the advice he has received from the former chairman of the Civil Aviation Authority on the question of compulsory insurance for aircraft registered in the United Kingdom. The Civil Aviation Authority advice identified a number of issues which would need to be resolved, including how a compulsory scheme could be enforced and how much it would cost, what the implications for the insurance industry would be, various questions on liability, and whether the scope of a scheme should be such as to insure against liability to passengers in aircraft or only to persons on the ground.
