§ Miss WiddecombeAs at 28 February 1991, it is estimated that 38,200 charge payers were receiving community charge benefit in the London borough of Lambeth. This figure is likely to understate the true position as, in addition to having a number of unprocessed claims, a computer-related problem prevented Lambeth from including certain cases in its February stock count.
