§ Mr. JackFollowing the recent rise in the upper earnings limit, it is estimated that just under 3 million employees currently have earnings above this level. It is also estimated that during 1991–92 an average of 3.1 million employees will have earnings above the upper earnings limit. In addition, about 0.5 million self-employed people will earn above the upper profits limit.
