To ask the Secretary of State for the Environment whether he has received any representations from British Rail about provisions for clearing litter under the Environmental Protection Act.

My Department had a number of meetings to discuss the litter provisions with British Rail, during the passage of the Environmental Protection Act 1990 through Parliament. British Rail was represented on the advisory group which drew up the code of practice on litter and refuse. My Department was also in frequent con tact with British Rail during the formulation of the Litter (Statutory Undertakers) (Designation and Relevant Land) Order 1991, made by my right hon. Friend the Secretary of State under subsections (6) and (8) of section 86 of the Act.
