§ Mr. Alan HowarthThe Education (Student Loans) Regulations 1991 were laid today to come into force on 1 August. They are modelled closely on the current regulations. They employ the new loan rates announced on 22 May at columns 499–500 and include improvements introduced in the light of experience over the past year. The regulations will ensure that the scheme continues to operate efficiently and to the advantage of all borrowers.
