§ Mr. Michael ForsythThe grounds of 31 Scottish football clubs and the national rugby stadium at Murrayfield are designated under the 1975 Act. The Scottish football authorities have set up the Scottish stadia committee to monitor the progress made by the owners of designated football grounds and the committee will be reporting progress annually to my right hon. Friend. The Scottish Office Education Department circular number 10/1991 of 28 March 1991 made it clear that, should progress on a voluntary basis be inadequate, we would consider seeking statutory enforcement powers.
