To ask the Secretary of State for Scotland what guidelines he has issued to local authorities about the changes in licensing legislation brought about by the Law Reform (Miscellaneous Provisions) (Scotland) Act 1990; and if he will make a statement.

The Scottish Office Home and Health Department issued a circular to local authorities, licensing boards and other interested parties on 12 December 1990 explaining the changes to be made to liquor licensing law by part III of the Law Reform (Miscellaneous Provisions) (Scotland) Act 1990, which came into force on 1 January 1991. A copy of the circular has been placed in the Library.
