The exception related to a specific contract which provided for interim payments; the work was completed before the final payment was made.

(2) what steps he has taken to assure himself that the arrangements for allocating work to Messrs. Baker Bros. (Grays) Ltd. on projects carried out at Regent's park were drawn up in compliance with departmental guidelines;
