HL Deb 04 June 1991 vol 529 c38WA
Baroness Blackstone

asked Her Majesty's Government:

How Her Majesty's Inspectorate of Schools assessed the accuracy, fluency and understanding of children's reading in their recent reports.

Baroness Blatch:

In each class inspected, HMI listened to the children read a range of reading material and discussed it with them. The children listened to covered the full range of ability within the class. Using their collective knowledge, derived from the findings of wide ranging national inspection, of the levels of performance achievable by children of different ages and abilities across the country, they assessed how accurately the children read, how much they understood of the text and how fluently they read it.
