§ Mr. ScottThe motability scheme will be available to people on the higher rate of the mobility component of disability living allowance in the same way as it is to people currently on mobility allowance. The extension of the higher rate of the mobility component to severely mentally handicapped people with severe behavioural problems means that more disabled people will have the opportunity to benefit from motability when DLA is introduced than at present.
