To ask the Secretary of State for Energy whether any changes will be made to his Department's cash limits for 1991–92.

Subject to parliamentary approval of the necessary revised and new estimates, the following changes will be made.

The cash limit for class V, vote 2 will be reduced by £7,915,000 from £329,164,000 to £321,249,000. The cash limit for class V, vote 3, will be reduced by £4,392,000 from £46,127,000 to £41,735,000. The running costs limit for the Department will be reduced by £5,530,000 from £49,507,000 to £43,977,000.

These reductions reflect the transfer of ministerial responsibility for the regulation of offshore safety to the Secretary of State for Employment. This follows my announcement to the House on 12 November 1990, columns 329–345.

The cash limit for class V, vote 9, which is a new vote providing for advisers' fees in connection with preliminary work on the privatisation of the coal industry, will be £1,000,000.
