To ask the Secretary of State for Wales if he will give the number of energy audits carried out in his Department in the last five years and for each audit a statement of its main conclusions.

In 1988, the Property Services Agency commissioned a consultant engineer to produce an energy survey report on the headquarters Crown buildings in Cathays Park. The report identifies a number of building specific recommendations, which could not readily be summarised, for the DOE (Property Holdings) and my Department to consider in their respective energy efficiency programmes. Additionally, my Department's plans for this year provide for further selected energy surveys at some of our other larger buildings.

To ask the Secretary of State for Wales if he will give for each available year from 1978 the amount invested in improving the energy efficiency of his Department in(a) cash terms and (b) 1990–91 money terms.

Funding has been specifically earmarked by my Department for investment in improving energy efficiency on the Welsh Office estate only since 1990–91. In that year, the investment was £41,000.

To ask the Secretary of State for Wales if he will give for each available year from 1978 the energy consumption, broken down by fuel, of the buildings occupied by his Department, expressing the figures in(a) cash terms, (b) 1990–91 money terms and (c) units of consumption for electricity in kilowatt hours, gas in therms, liquid fuel in litres and solid fuel in tonnes; and if he will give the square footage of accommodation to which these figures relate.

Detailed information on energy consumption and costs is available only from 1 April 1990, when my Department assumed responsibility for direct payment of energy bills.

To ask the Secretary of State for Wales if he will give the number of dedicated energy managers in his Department and the number of person-years devoted to energy management in the latest year.

My Department has one designated energy manager, who divides his time equally between energy management and other accommodation duties. He and his support staff devoted 1.35 person years to energy management in 1990–91.
