Mr. Dobson

To ask the Secretary of State for Education and Science if he will give the number of dedicated energy managers in his Department and the number of person-years devoted to energy management in the latest year.

Mr. Atkins

Energy management responsibilities form part of the duties of eight officials, with the major co-ordinating role being undertaken by a senior executive officer. The total time devoted to this activity is 0.5 man years per annum.

To ask the Secretary of State for Education and Science if he will give for each available year from 1978 the amount invested in improving the energy efficiency of his Department in(a) cash terms and (b) 1990–91 money terms.

The information requested is not available for the period prior to the 1988–89 financial year. For recent years, the position is as follows:

To ask the Secretary of State for Education and Science if he will give for each available year from 1978 the energy consumption, broken down by fuel, of the buildings occupied by his Department, expressing the figures in(a) cash terms, (b) 1990–91 money terms and (c) units of consumption for electricity in kilowatt hours, gas in therms, liquid fuel in litres and solid fuel in tonnes; and if he will give the square footage of accommodation to which these figures relate.

The PSA was responsible for processing the Department's energy bills until the end of June 1990. Complete data are not therefore available for the period prior to the 1989–90 financial year. Details for 1989–90 are as follows:

Some bills relating to energy consumed in the 1990.91 financial year are still outstanding. It is therefore not possible to provide complete statistics for 1990–91 yet.

To ask the Secretary of State for Education and Science if he will give the number of energy audits carried out in his Department in the past five years and for each audit a statement of its main conclusions.

Mr. Atkins

There has been one energy audit conducted in the DES during the last five years. However, energy usage is monitored regularly.

An energy audit of the Department's main headquarters building in London, undertaken in mid-1990, concluded that it was possible to make useful energy savings by installing modern lighting, lighting control sensors, and by fine-tuning boilers, air-conditioning plant and the hot water system. The audit also concluded that capital outlay was not justified on the installation of modern lighting and control sensors because there was insufficient pay-back time left prior to the move of its London headquarters to new premises. The fine-tuning adjustments have all been implemented.
