§ Mr. Michael Forsyth[holding answer 24 July 1991]: The sponsors of the Foresterhill hospitals unit trust have submitted a detailed financial plan and projections covering three years. These will be treated as commercially confidential, but the trust will be asked to publish business plans for 1992–93.
§ Mr. DoranTo ask the Secretary of State for Scotland when and at what rate of interest he will declare a dividend on public dividend capital in respect of trust hospitals in Scotland.
§ Mr. Michael ForsythWhere a trust has a surplus, it will agree with the management executive whether to redeem part of its interest-bearing debt or invest it with approved institutions to provide for future capital expenditure or to declare a dividend.
Mr. Robert HughesTo ask the Secretary of State for Scotland what will be the external financing limit for the proposed Foresterhill hospitals unit NHS trust in each of the financial years 1992–93, 1993–94 and 1994–95.
§ Mr. Michael Forsyth[holding answer 24 July 1991]: External financing limits for NHS trusts are determined each year taking into account the amount of finance available nationally, the estimated capital expenditure of the trusts and the amount of internally generated resources. The figures for the years requested are therefore not known at this time.
