To ask the Secretary of State for Employment what guidance the Health and Safety Executive gave councils on the protection of the public from danger or injury when using public footpaths and bridleways across golf courses when delegating its responsibilities for health and safety in leisure and recreation to district councils.

It is the employer's duty to protect members of the public from danger or injury on golf courses. The Health and Safety Commission has published general guidance to employers on the need to protect the safety of members of the public. Specific guidance on golf course and range safety has been identified as a priority need and work on its preparation will start this summer. It is expected to publish this guidance in spring 1992.
