To ask the Secretary of State for Health what is his latest estimate of the cost of the implementation of European Community draft directive document No. 10146/90 on labelling of cigars and cigarettes to(a) the Exchequer (i) directly and (ii) channelled via the European institutions, (b) industry and (c) the British consumer.

Mr. Dorrell

The costs to the Exchequer will be small. Implementation will be carried out by existing staff and absorbed within existing resources. The industry estimates the total cost of initial implementation to be of the order of £450,000–£500,000 and further manufacturing costs of £100,000 each year thereafter. It will be a matter for the industry to determine how much of this cost is passed on to the consumer.
