§ Mr. LeighThe approval guidelines for ETIS and DEMOS are set out in the promotional material published by the Department for each scheme. ETIS, jointly managed by DTI and DOE, is primarily a collaborative research programme aimed at developing environmental technology to improve industry's competitive position or to contribute to the development of higher regulatory standards. Projects are assessed with particular reference to their degree of innovation, their technical feasibility, their pre-competitive nature and the likelihood of them going ahead without support.
