To ask the Secretary of State for Foreign and Commonwealth Affairs whether he will make a statement on the progress in expanding the CSCE process to include guarantees of democratic political rights.

Mr. Douglas Hogg

The Copenhagen meeting of the CSCE conference on the human dimension, held in June 1990, agreed a wide-ranging set of commitments to democratic political rights including free and fair elections and respect for the rule of law. The next meeting of the conference, to be held in Moscow in September will review the implementation of those commitments and seek to take the process forward.
