§ Mr. ChopeMy right hon. and learned Friend has no direct responsibility for roads which are constructed under the urban development corporations' own planning powers rather than by a highway authority under the Highways Act 1980. He may, however, be required to confirm certain local authority orders relating to such roads if they are adopted as highways.
