To ask the Secretary of State for Health what information is held centrally, and what information is requested from health authorities, about the implementation of the closure programme of mental illness hospitals and the monitoring of the consequences for former patients.

The care programme approach came into effect on 1 April. The needs of each patient, both for continuing health care and social care and for accommodation, are assessed before discharge and appropriate arrangements made.

Regional health authorities will monitor implementation of the care programme approach consulting the regional offices of the Department's social services inspectorate as necessary. In addition, the Department has commissioned research into the operation of the care programme approach.

The closure of hospitals is a matter for health authorities, which must take account of the views of the public, and must be agreed locally by the appropriate community health council or, if not agreed, referred to my hon. Friend the Secretary of State for a decision.
