To ask the Secretary of State for Transport what are the European limits on carbon dioxide emissions; and when he intends to introduce legislation to introduce stricter limits.

The European Community and member states are willing to take action aimed at stabilising the total carbon dioxide emissions by the year 2000 at the 1990 level in the Community as a whole. This assumes that other countries make similar commitments and acknowledges individual member states' own targets. The Environment White Paper published last year set out a first tranche of measures to control United Kingdom carbon dioxide emissions. The Government will publish a report in the autumn showing how our efforts are being put into practice.
