§ Mr. Nicholas BennettThe original target date for publication of an analysis of responses to our November 1990 paper on key issues together with our outline proposals for the future was the end of April 1991. We have received almost 120 responses which, taken as a whole, are particularly detailed, thoughtful and helpful. We have been concerned to do full justice to these comments in our consideration of the programme of action from 1993. Our proposals will be published shortly, and comments invited on them by the end of November, with the aim of having as much time for responses as the original timetable.
