To ask the Secretary of State for the Home Department whether prisoners are considered for transfer to an open prison if they have not previously been on home leave.

The successful completion of a period of home leave is not a general requirement for allocation to open conditions, but most open establishments include such a requirement in their allocation criteria because of its usefulness as an indication of inmates' suitability.
