asked Her Majesty's Government:

Whether listed building consent for the demolition of all save the facade of the Methodist Church in Donegall Square East, Belfast, was granted on 2nd July 1990, without prior consultation with the Historic Buildings Council for Northern Ireland, as required by Article 31(3) of the Planning (Northern Ireland) Order 1972, and if so, on what grounds they now maintain that the listed building consent in question is valid.

Listed building consent was granted on 2nd July 1990 for the part demolition of the Methodist Church with retention of portico frontage and provision of new church facilities. It is the view of the Department of the Environment for Northern Ireland, as planning authority, that there was no statutory requirement to consult the Historic Buildings Council on this case.
