§ Mrs. RumboldSince the "fresh start" initiative to improve efficiency in the use of prison service manpower was introduced in 1987, there has been a general improvement in the level of regime delivery with an 8 per cent. increase in activity hours per inmate in 1989–90 and a further 7 per cent. increase in 1990–91.
