To ask the Secretary of State for Employment if he will list the main training programmes and numbers involved in each of the last three years on offer to people in the(a) Sheffield TEC area, (b) Manchester TEC area, (c) Birmingham TEC area, (d) Leeds TEC area, (e) Glasgow LEC area and (f) in each of the London TEC areas; and how that is planned to change in the current financial year in the same format as his answer to the hon. Member for Coventry, South-East (Mr. Nellist) on 15 May, Official Report, column 214.

Table A shows the main training programmes available in Sheffield, Manchester, Birmingham, Leeds and Glasgow area offices for each of the last three years of their operation and the average numbers involved in training.

Table B provides similar information for London region only. This is because the complex nature of programme and boundary changes compounded by the differing TEC operational dates invalidates a further division of data.

Table C shows the numbers planned in 1991–92 for the London region and for each of the other TEC areas by name. Plans for 1991–92 for Glasgow LEC is a matter for my right hon. Friend the Secretary of State for Scotland to answer. The tables do not reflect numbers likely to be involved in employment action.

It is not possible for realistic comparisons to be made between operational TECs and former area offices. Because of boundary changes none of the TEC areas coincide with the former area office boundaries, and in addition there have been many changes to the programmes provided.

Ms. Short

To ask the Secretary of State for Employment if he will explain under what circumstances refugees are eligible to join employment training and youth training; and if he will make a statement.

My Department will shortly be advising TECs that for 1991–92 they will be able to allow refugees with indefinite or limited leave to remain in the United Kingdom access to employment training and youth training, subject to their meeting the normal eligibility criteria.
