To ask the Secretary of State for Health what progress he has made in implementing the EC directive on the labelling of tobacco products.

I have now made regulations under section 11 of the Consumer Protection Act and section 2(2) of the European Communities Act 1972 which have been laid before Parliament today. They will come into effect on 1 January 1992 and will fully implement the EC directive on the labelling of tobacco products. The regulations were subject to consultation in draft and as a result I have made the health warnings on cigarette packets larger and clearer than originally proposed.
